This division provides services for the Director’s Office and the other Divisions of the Department. Services include managing finances, epidemiology, and public health preparedness.

Health and Human Services (HHS) provides a variety of services and programs to protect and assist residents and its visitors. HHS has five divisions: Maternal and Child Health, Senior and Community Services, Environmental Health, Disease Prevention, and Health Promotion, and Administration.
Whenever possible, the Department will endeavor to employ strategies, policies, and interventions through community partnerships to reduce health disparities.
Ebony Jackson-Shaheed, MPH
Director of Health & Human Services
Ebony Jackson-Shaheed is the Director of Health and Human Services for the City of Hartford. Prior to joining the City of Hartford, she completed a tenure as Director of Health and Social Services for the largest city in the state of Connecticut. She is a Public Health Executive and Neuro-Epidemiologist with more than 10 years of public health experience. Director Jackson-Shaheed, is an adjunct professor at the University of Bridgeport School of Public Health, and serves on many advisory boards and committees throughout the state. Director Jackson-Shaheed received an undergraduate degree in Health Education, an MPH in Epidemiology from SUNY Downstate Medical Center, and completed a post graduate fellowship from the Yale School of Medicine in Neurology. Director Jackson-Shaheed has a passion for urban population health.
